Signature links and profile links stopped mattering years ago. A narrow version still has value, and it is not the version most agencies sell. Here is the honest breakdown.

Forum link building means acquiring backlinks from online discussion forums — historically through a signature appended to every post, a URL typed into a profile field, or a link placed inside the body of a post.
The history explains everything that follows. It worked broadly in the late 2000s, it was abused at industrial scale, and search engines responded by devaluing the patterns. Forum operators responded too: most forum software now applies nofollow to outbound links by default, and the communities that were spammed hardest tightened up first.
What is still sold under the name is largely the version that stopped working. What still has value is narrow, unbuyable in bulk, and better described as participation than as link building.
Followed links, low competition, and a link count that moved rankings on its own.

Signature links, profile links and bulk-posted links carry effectively no ranking value. Most are nofollow, so they pass nothing. The patterns are recognised by every search engine and every experienced SEO. And the footprint left by posting the same link across two hundred forums in a week is the easiest thing in this industry to spot. A package priced on volume is the clearest possible signal that you are buying nothing.
A real contextual link inside a post, on an established niche forum with actual traffic and active moderation, from an account with genuine history, in a thread where the link helps the person who asked. That exists. Some long-standing industry forums carry real topical authority and send real visitors. It is also, by definition, not something anyone can sell you at scale — the account history alone takes months.
Where forums are worth your time, it is for the referral traffic from an audience actively researching a purchase, the visibility with people who make recommendations to others, and the fact that discussion content increasingly appears in search results and gets cited by answer engines. Those are all real. None of them require the link to be followed, which is why the honest version of this work is a participation programme rather than a link purchase.
The same principle as any other placement. On a forum it is just easier to see, because all four positions appear on one page.

Most are. Applying nofollow to outbound links is the default on the majority of modern forum software, and the communities that were abused hardest tightened this first. A nofollow link does not pass PageRank, so if ranking equity is what you are buying, this is the wrong purchase.
In most cases they will not hurt you badly — they will simply do nothing. These patterns are largely ignored rather than penalised. We would rather say that than manufacture a scare: the real cost is the money and the months, not a penalty.
Dead. A signature link is appended sitewide to every post an account makes, which is the opposite of an editorial link, and it was the most abused tactic in the category. Search volume for the term itself has fallen to zero — the market reached its own conclusion.
No. A URL typed into a profile field is not a recommendation by anybody, the profile page is frequently not indexed at all, and the link is almost always nofollow. Packages selling these are selling the appearance of activity.
No. Anything priced on volume is automated posting to the same handful of unmoderated forums everyone else uses, which is exactly why those forums are still open. At fifty dollars for five hundred links, no human read a single thread — and that is the whole product.
Not as a standalone product. We would rather lose the enquiry than sell something that does not work. Forums do appear in our community mentions programme, where the point is the participation and the audience rather than the link, and occasionally a genuine in-post placement is earned there.
